Dr. John Luellen serves as the Mercy Health state president of Ohio, a role established in 2025 to provide strategic oversight of the Youngstown, Lorain, Cincinnati, Springfield, Lima and Toledo markets.

In this position, he is responsible for delivering on key performance indicators, prioritizing capital investments, identifying growth opportunities across the state and fostering cross-market collaboration and strategic partnerships. He also represents Mercy Health within key statewide leadership forums, serving on the Board of Directors for the Ohio Hospital Association and the Ohio Chamber of Commerce.

Since joining Mercy Health in 2018 as chief operating officer for Youngstown, Dr. Luellen has played a pivotal role in advancing health care delivery. Later that year, he was appointed market president of Mercy Health — Lorain and Mercy Health — Youngstown, where he oversaw hospital and ancillary service operations, as well as a network of employed and affiliated physicians. His leadership has been instrumental in strengthening operational performance and enhancing patient care in both regions.

With more than two decades of experience in medicine and health care administration, Dr. Luellen brings a unique blend of clinical expertise and executive leadership to his role. His background as an emergency physician and his deep knowledge of health care management enable him to drive operational excellence while keeping patients at the center of every decision. He is known for leading cross-market, high-performing teams, fostering strategic growth and ensuring financial stewardship while expanding access to high-quality care.

Passionate about mission-driven work, Dr. Luellen is committed to ensuring fiscal sustainability while continuing to champion underserved populations. His vision is to improve health care quality, enhance access to care and strengthen Mercy Health’s impact across Ohio.

Dr. Luellen earned a Doctor of Medicine from the Pennsylvania State University College of Medicine and holds a Master of Public Management from Carnegie Mellon University. He graduated with a Bachelor of Science in Molecular Biology from Westminster College, forming a strong academic foundation that complements his leadership in the field.
